Wang-Ruu Tseng
Wang-Ruu Tseng
Professor Wang-Ruu Tseng currently serves as the Interim Dean of the School of Political Science and Economics at National Taiwan University (NTU). With extensive experiences in corporate governance, securities regulation, and financial services, she brings a forward-looking perspective to the School’s mission of integrating law, political science, and economics. Professor Tseng is a Distinguished Professor at the NTU College of Law, and holds a Ph.D. from the University of London and LL.M. degrees from both NTU and Harvard Law School. She has received numerous accolades for her teaching and research, including the National Excellent Teacher Award. Also as the Executive Vice President of NTU, she guides cross-disciplinary collaboration that prepares future leaders to tackle complex global challenges, ensuring the School’s commitment to fostering thoughtful governance and policy-making.

Interim Associate Dean
Kuan-Ling Shen
Kuan-Ling Shen
Professor Kuan-Ling Shen is the Interim Associate Dean of the School of Political Science and Economics at National Taiwan University (NTU). Drawing on her background in civil procedure and comparative legal studies, she collaborates across disciplines to address pressing socio-economic challenges. Professor Shen earned her Ph.D. from Heidelberg University and has held visiting appointments at the University of California, Berkeley, as well as Hamburg University and Heidelberg University. Her achievements include the Dr. Ta-Yu Wu’s Memorial Award and recognition for her leadership in legal reforms during her tenure as Vice Dean of the NTU College of Law. Through her stewardship at the School of Political Science and Economics, she emphasizes evidence-based research, international engagement, and innovative problem-solving to cultivate graduates who can shape Taiwan’s policy landscape and beyond.

Interim Associate Dean and Program Director of Political Economy
Hans H. Tung
Hans H. Tung
Professor Hans H. Tung serves as an Interim Associate Dean at the School of Political Science and Economics (NTU). He is also a University Excelsior Chair Professor of Political Science . A Ph.D. graduate in Government from Harvard University, Professor Tung is a non-resident research fellow at the V-Dem Regional Center for East Asia and an Executive Committee Member of Taiwan’s Research Institute for the Humanities and Social Sciences. His research centers on formal and empirical analyses of authoritarian politics and political communication, with publications in top journals such as Political Communication, Public Opinion Quarterly, and Nature Communications. He is a co-winner of the 2022 Kaid-Sanders Best Political Communication Article of the Year Award. In a 2025 global ranking of research productivity of political science departments and scholars, he is ranked the 7th most impactful political scientist in Asia and in the top 3% globally for his recent research.

Bennett Fu
Bennett Fu
Dr. Bennett Yu-Hsiang Fu is the Director of Global Affairs at the School of Political Science and Economics (NTU) and a Professor in the Department of Foreign Languages and Literatures at National Taiwan University. Holding a Ph.D. in English Studies from the Université de Montréal, he specializes in Asian North American literature, comparative literature, and modernism. Professor Fu has extensive teaching and research experience in Taiwan, Canada, and the United States, and previously served as Deputy Vice President at NTU’s Office of International Affairs. In his current role, Dr. Fu advances global collaborations, promotes intercultural engagement, and fosters cross-disciplinary initiatives—ensuring that SPE students and scholars gain valuable international perspectives and contribute meaningfully to today’s interconnected world.

Ming-Jen Lin
Ming-Jen Lin
Professor Ming-Jen Lin is the Chief Convener at the School of Political Science and Economics (NTU) and a Professor in the Department of Economics at National Taiwan University. He received his Ph.D. in Economics from the University of Chicago and previously served as Chair of NTU’s Department of Economics (2015–2019). Professor Lin’s research spans data science, labor economics, demography, and health economics, with numerous publications in top journals including the Journal of Public Economics and Health Economics. He has also held prominent administrative roles, such as Director-General at the Ministry of Science and Technology’s Department of Humanities and Social Sciences. By integrating rigorous empirical methods with policy-focused insights, Professor Lin promotes interdisciplinary innovation that equips SPSE students to address emerging global economic challenges.

Program Director of Finance
Yehning Chen
Yehning Chen
Professor Yehning Chen serves as the Program Director of Finance at the School of Political Science and Economics (NTU). He earned his Ph.D. in Economics from the University of California, Los Angeles, and specializes in financial institutions, corporate finance, and game theory. Professor Chen’s research explores a wide range of topics, from bank liquidity creation and CEO overconfidence to corporate governance and risk-taking in the financial sector. His work has appeared in leading academic journals such as European Financial Management, Journal of Empirical Finance, Journal of Money, Credit, and Banking, and the Journal of Political Economy. Through empirical and theoretical approaches, Professor Chen provides insights into how financial markets function and how institutions respond to crises. He is dedicated to preparing students for the challenges of modern finance, ensuring they acquire the analytical tools needed to succeed in a rapidly evolving global economy.

Program Director of Leadership and Management
Chia-Wei Kuo
Chia-Wei Kuo
Professor Chia-Wei Kuo serves as the Program Director of Leadership and Management at the School of Political Science and Economics (SPE) at NTU. He is the NTU Excelsior Chair and Professor in the Department of Business Administration, Dean of the School of Professional Education and Continuing Studies (SPECS), and Director of the Case Center at NTU’s College of Management. He earned his Ph.D. in Industrial and Operations Engineering from the University of Michigan, Ann Arbor. His research interests are in the design and analysis of production and service systems, operations management and marketing interface, supply chain management, revenue management and pricing, and game theory. His work has been published in leading journals such as Operations Research, Production and Operations Management, European Journal of Operational Research, OMEGA. He has been awarded the teaching excellence award of University, the outstanding mentor award, and the Wu-Da-Yao Research Award.

Supervisory Committee
The Supervisory Committee for the School of Political Science and Economics at National Taiwan University comprises 15 members with four-year terms. Its primary role is to oversee the School’s operations and ensure proper governance. Committee membership includes five government-appointed representatives, one graduate student delegate, one student union delegate, two industry representatives, five NTU faculty members, and one external expert. All appointees, except government and student representatives, require the University Council’s approval, thereby granting the Committee authority to provide professional, appropriate supervision. At least one member must possess an auditing background and relevant work experience. Supported by designated NTU personnel, the Committee conducts periodic audits of financial statements, internal controls, and performance, producing annual reports in line with existing NTU auditing regulations and risk management guidelines.

Management Committee
The Management Committee (MC) of the International School of Political Science and Economics at National Taiwan University comprises 15 members serving four-year terms. Its primary mandate is to set the School’s strategic direction, including organizational, personnel, and financial frameworks, which the Dean then implements. The MC is formed according to the Special Act for Key National Fields, with members appointed by the University following approval from the Supervisory Committee. Its composition includes the Dean (ex officio), five government representatives, five industry representatives, three faculty members, and one student representative. Among these members, one is chosen by peers (excluding the Dean) to serve as Convener. The MC’s responsibilities range from nominating or reviewing the Dean’s appointment and overseeing financial planning to approving changes in innovative projects and risk management policies—all aimed at driving sustainable development.
